Teachers at North Carolina public schools are trying to find out how they can take personal days without having money taken from their payroll to hire a replacement.

The new state budget ends the practice of automatically deducting $ 50 from a teacher’s salary when a submarine was hired to cover his classes on a personal day off.

But questions exist as to how the new practice of giving a reason for taking a personal day will be implemented in the state’s 2,600 public schools.

Failure to give a reason – or even potentially a reason not considered valid – could result in teachers having more than $ 100 taken from their salary.

“The General Assembly says, ‘Oh, we’re taking the fees away. All you have to do is tell us why you need to take a day off, ”said Kristin Beller, president of the Wake County chapter of the NC Association of Educators. “What’s problematic for teachers is that it’s a personal day.

Invoicing teachers for personal days

North Carolina was one of the few states that required teachers to help pay the cost of hiring replacement teachers. According to Rep. Jeffrey Elmore, a Wilkes County Republican and public school teacher, some teachers have resorted to sick leave, even when they weren’t sick, to avoid being charged with taking off a school day.

Elmore had proposed legislation saying teachers who give a reason for a personal day should not be charged for hiring a submarine. But failing to provide a reason under the legislation would mean teachers are now billed “the full cost of hiring the replacement”, doubling the payroll deduction by $ 50.

Elmore’s bill was included in the state budget.

The budget does not define valid reasons for taking a personal day, leaving school districts and charter schools to try to figure out how to implement the change.

“The provision would allow sufficient flexibility in how they word ‘a reason’ so that individual LEAs can create their own policies and procedures related to how they will implement this provision,” the Ministry of Instruction said. public in a note to schools.

DPI says neither the agency nor the State Board of Education will define what is a valid reason.

Flexibility to take personal days

The Chapel Hill-Carrboro school system decided to use a broad approach to accept teachers’ reasons for taking personal days, according to Andy Jenks, a spokesperson for the district.

Shortly before the winter break, the Wake County school system emailed teachers saying “a detailed description is not required.” when they give the reasons for taking personal leave.

Wake recently increased the salaries of substitute teachers to deal with shortages. The district told teachers that means if they don’t give a reason, they will now have $ 115 deducted from their pay for the personal day.

Beller of Wake NCAE commended the district for its flexibility in processing time off requests.

“It looks like the county is trying to honor the fact that we are professionals,” Beller said.
